The most common religious belief is God created the oceans Himself. Scientific belief is the earth cooled down a lot over millions of years until all the water could not evaporate.

The earth was a hot rock. The volatiles from meteorites and the gases from the earth mixed. The water comes from inside the earth it was brought to the surface through volcanism. After years of cooling, the gases condensed and formed liquid water.
