No, all birds cannot fly. There are a couple that can't and those include the penguins and the ostriches - which are both flightless birds.

All birds do not fly unfortunately. But, all birds do have wings. You would think since birds fly, all of them do, but that is not true. Ostriches do not fly and they are considered birds.
